Rules and Specificity

I have a question about the order of specificity in rules. I would like to make a series of rules in order to control my play selection better. I'm quite capable of mapping it out in a spreadsheet to account for all of the down, distance, field position, and time elements to make sure that they do not overlap, but do I need to? Is there an order of specificity to rules? If so, what game element controls the specificity in which rules are called?

For instance, what gets called in the following scenario. Your team is down 7 with 1:45 left to play in the fourth:

1) Rule 1: First three downs, all distance, all game, all field positions, all scores
2) Rule 2: Third down, short distance, all game, all field positions, all scores
3) Rule 3: Third down, short distance, last two minutes, all field positions, team behind by 6

If rules overlap, they are all weighed equally. If a play exists in multiple rules then it is that much more likely to be selected.
