you can make defensive rules to counter the oppositions formation but you can't make a rule to change your offensive play based on the defense. The defense is always dictated by how the offense comes out.

Idk if I'm missing something but I only see it based on opposing personnel and not formation in the rules section. Can u guide me to formations. (I'm missing something obvious I know it)
The logic is that the defense has to make the play call decision based on the personnel that enters the field on offense. At that time, they don't yet know the formation the offense will be lining up in.
